A circulating fan makes a hot building more bearable. An exhaust fan makes it cooler, because it removes the hot air and pulls cooler outside air in behind it. In any building with a process heat load, a fume source or a humidity problem, that distinction decides the whole ventilation strategy.

In most buildings with a process heat load, yes. The exhaust fan removes the heat; the ceiling or floor fan makes the remaining air feel cooler on the floor. They solve different halves of the problem.
This is the part most often missed. A negative-pressure system only works if air can get in. Plan the inlet openings on the opposite side of the building and size them for the extract rate.
