What is the real range between the sensor and the console

1500m in open air. Through walls, foliage and a roof, plan for around 500m, which covers a large garden or small farm.

How often does it update

Every 16 seconds, which is short enough that gusts show up rather than being averaged out.

Does the solar panel charge the batteries

No. The panel supplies the sensor during daylight and the AA cells carry it through the night and dull weather, so cell life is much longer than a battery-only sensor.
