What 20 to 30 metres means in a building

It means a floor, not a building. Control that has to cross a concrete core or reach a second floor needs a second control point, and that is a design decision made before ordering, not a fault discovered afterwards.

Why power factor above 0.9 is in the specification

Because commercial buyers are charged for it. A driver with poor power factor costs the building money that never shows up in the lamp's own wattage.
