Operations packing many orders a day, where cushioning is a consumable bought by the pallet and stored by the pallet.
Cushioning is mostly air, and buying it means paying to ship and store air. A pallet of bought void fill occupies more warehouse volume than the goods it will eventually protect, and it has to be reordered against a lead time that does not care about your peak week.
Converting on site inverts that. A roll of kraft is dense, stores in a fraction of the space and becomes cushioning only at the moment it is needed. The paper cost stays the same; the freight, the storage and the stockout risk go away.
