On a filling line the closure system is tested by the machine before it is tested by anyone else. A stopper a fraction out of tolerance jams the insertion head, a cap that does not seat properly fails the crimp, and either one stops the line with product already in the vials.
Buying the three from one source moves that risk off the plant. It is also why we ask for the neck finish and the filling equipment rather than for a description of what is being filled, which is information the plant is usually not free to share and we have no need to hold.
